北京外国语大学工会简史

北京外国语大学工会由外国语学校工会和北京俄文专修学校工会发展而来,是教职工自愿参加的群众组织。

1949年,外国语学校工会成立筹委会。1950年,初大告任首届委员会主席。1957年,选举产生11人委员会,李秉汉任主席,下设4个部门工会。1949年,北京俄文专修学校建立工会小组,次年由檀振华任主席。1955年,高秀山当选主席。1957年,北京俄语学院第五次代表大会选举高秀山为主席。

1959年,两院合并成立临时工会委员会,高秀山任主席,下设17个部门工会。1961-1962年召开两次代表大会,1966年,工会活动因文革中断。

1980年,工会恢复筹建。1982年,召开第三次代表大会。1986年,建立教代会制度,工会成为教代会工作机构。同年通过“教职工之家”验收。1999年,开展建家升级活动。

工会发展分四阶段:1949-1959年注重政治教育、文化补习和职工福利;1959-1966年重点关心教职工生活保障;1966-1976年活动停滞;1976年后恢复组织建设,推行教代会制,开展“三育人”活动,维护教职工权益。

A Brief History of the Trade Union of Beijing Foreign Studies University

The Trade Union of Beijing Foreign Studies University, having evolved from its predecessors of Beijing Foreign Languages Institute (BFLI) and the previous Beijing Russian Institute (BRI), is a mass organization joined by the university faculty and staff on a voluntary basis.

In 1949, the Preparatory Committee for the Trade Union was founded at BFLI. In 1950, Chu Dagao served as chairman of the first committee. The 1957 election produced a committee of eleven members, with Li Binghan as the chair in charge of four departmental trade unions. In 1949, Beijing Russian Language School established the Trade Union Working Group, which was chaired by Tan Zhenhua the following year. In 1955, Gao Xiushan was elected as chairman. In 1957, Gao was re-elected as chair in the Fifth Congress of the successor Beijing Russian Institute.

In 1959, at the merger of the two institutes, a Provisional Committee for the Trade Union was established, with Gao Xiushan as the chair at the whelm of 17 departmental trade unions. Two congresses were held from 1961 to 1962. In 1966, trade union activities were suspended.

In 1980, the trade union was restored. The year 1982 witnessed the convening of the Third Congress. In 1986, the Faculty and Staff Congress System was formed, with the trade union turning into its working arm. In the same year, the Faculty & Staff’s Home passed the review for acceptance; 1999 saw the launching of its development and upgrading.

The university’s trade union organization has evolved through four stages: from 1949 to 1959, its attention was drawn to political education, literacy learning, and staff welfare; from 1959 to 1966, priority was given to the livelihoods of the faculty and staff; from 1966 to 1976, its activities were halted; after 1976, the union was restored and the Faculty and Staff Congress System established, with “Student Cultivation through Courses, Management and Services” launched and the rights and interests of the faculty and staff well protected.
